国家级贫困县农村中小学体育发展困境与对策研究 —以黑龙江省为例 前言 学术期刊按主管单位的不同，可以分为省级、国家级、科技核心期刊（统计源期刊）、 中文核心期刊（北大中文核心）、CSSCI、CSCD、双核心期刊等（发表职称论文关注微信：LSN2020）。 省级：主管单位是省一级机构主管的期刊； 国家级：主管单位是国家机构、或一级协会和学会主管的期刊； 科技核心：进入中国科技信息研究所科技核心目录的期刊； 中文核心：进入北京大学图书馆出版的北大中文核心目录的期刊 摘要：本文采用文献资料、数理统计、分层抽样、深度访谈、问卷调查等方法,对国家级贫困县农村中小学体育的发展特点与存在的问题进行了调查与分析,并对贫困县农村中小学体育的对策进行了研究。研究表明:虽然中央财政按照《国家中长期教育改革和发展规划纲要（2010—2020年）》的总体部署，进一步完善义务教育经费的保障机制，提高经费保障水平；但是, 国家级贫困县农村中小学体育的发展特点存在不平衡性、体育教师地位不高、体育资金落实不到位等问题。因此，应加强国家级贫困县农村中小学体育发展的研究；进一步提出政策性引导；建立贫困区体育师资、设施数据平台；不断提高体育在贫困县农村中小学中的地位和作用。 关键词：国家级贫困县；农村中小学；体育发展；困境与对策 A Study on Predicaments and Countermeasures of Rural Primary and Secondary School Sports Development in National-level Poverty-stricken Counties ——A Case Study of Heilongjiang Province Abstract: Through different methods such as document literature, mathematical statistics, stratified sampling, indepth interview, and questionnaire survey, the author probes into the features and problems of rural primary and secondary school sports development in National-level Poverty-stricken Counties, as well as the countermeasure. The study indicates that the central government has managed to perfect security mechanism of compulsory education funds and improve the fund security level, according to the overall scheme of National Medium and Long-term Plan for Education Reform and Development(2010-2020). However, there exist problems in rural primary and secondary school sports development, such as unbalancedness, low status of PE teachers, and unavailable sports funds. Therefore, we should improve the studies of sports development in rural schools, and put forward policy guidance, and establish a data platform for PE teachers and facilities, and constantly improve the status and function of sports in rural middle and primary schools in poverty-stricken counties.
