In response to the needfor improved effectiveness （SMS） and the purpose of the audit of thesafety management system, this paper proposes a methodology wherepersonnel can use testing tools to assess the effectiveness of auditingbuilding company safety management systems. The research method used15 steps to conduct surveys. Security experts were invited to express theiropinions through interviews or work. Analytic Hierarchy Process （AHP）and factor analysis are used to help identify the most critical factors andattributes that affect the safety. This model develops a method using theMulti-attribute Value Model （MAVT）。 This method can be verified by thewebsite and calculated using the CSI in the model. The results show thatthe model can be used as a measure of objective CSI for differentmanagement and evaluation. 　　Keywords: safety management system; safety audit; construction safetyindex 　　1 Introduction: Arguments supporting this workThe Safety Management System （SMS） serves as a formal systemfor the management of site safety in the construction industry.
