学号： 农民工养老保险关系转移接续问题研究 学院名称： 专业名称： 年级班别： 姓 名： 指导教师： 2014年4月  农民工养老保险关系转移接续问题研究 摘 要：农民工是劳动力的重要组成部分，农民工数量日益增长，对完善的养老保险的要求越来越高，而现行的农民工养老保险制度存在诸如退保潮、保障水平低、转移接续困难、法制不健全等一系列问题,而制约农民工养老保险完善的重要原因是农民工养老保险关系在地区间转移困难。本文通过分析农民工养老保险关系转移的必要性、存在的问题及现在学者提出的主流观点来分析和阐释农民工养老保险关系的转移机制，并在分析的基础上提出相关建议。 关键词：农民工养老保险关系转移； 问题； 立法； 模式 ； 策略 The research on Basic Endowment Insurance Switching of migrant workers Abstract： Migrant workers in China are a vital part of workers, we need a Pension Insurance which is more and more consummate as the number of migrant workers is increasingly large, however, there are some problems of the Pension Insurance for Migrant workers, such as the tide of more and more people dropping out the Pension Insurance、 low level of security、 hardness to transfer and combinate the relationship of Occupational Pension and Basic Endowment Insurance Switching in different areas、 unperfect law, however, the hardness to transfer and combinate the relationship of Occupational Pension and Basic Endowment Insurance Switching in different areas is the most significant. The paper mainly analyze and explain the question based on the necessary、problems、mainstream views of the scholars and come up with relevant suggestions. Key Words：transfer and combinate the relationship of Occupational Pension and Basic Endowment Insurance Switching、 problems、 laws、 models、 strategies 前 言 农民工的数量日益增多，居家外出务工者数量日益增长，对农民工养老保险的完善机制要求越来越高，如果农民工老年生活没有保障，势必影响整个农村的稳定，制约城乡和谐发展。今后大量生活无着落的老年农民工滞留城市，将会对社会的和谐与稳定、城镇经 济的健康发展造成重大不良影响，且农民工主要是以年轻人组成的一个高活力群体，并且新的经济形势下大学生日益农民工化，如果失去经济生活来源，又不被城市社会保障体系所接纳，对城市没有任何归属感，将会给社会治安带来隐患。为农民工建立养老保险制度不仅有利于维护社会稳定，也为构建和谐社会打下坚实的基础。而目前农民工养老保险却存在诸如退保潮、保障水平低、转移接续困难、法制不健全
