我国前期物业管理存在的问题和对策分析
摘 要:物业管理通常可分为2个阶段:前期物业管理和日常物业管理阶段。其中,前期物业管理阶段是整个物业管理活动中的初始阶段,也是实施物业管理非常重要的环节。
我国的物业管理产生于20世纪80年代初,经过20多年的发展己经取得了较大的成就。然而实际中作为弱势群体的业主的合法权益难以得到维护,以及开发商与物业公司建管不分的体制带来的诸多弊端。因此,我国的前期物业管理还需要进一步的完善。本文将通过文献挖掘法,得出前期物业管理中容易出现的九大问题,对这九大问题各自所占的比例进行排序使问题量化,研究分析其中最重要的四个问题(早期介入滞后、招投标不规范、物业承接验收不规范、物业服务和收费“质价不符”),最后提出相应的对策。

Analyze on the Problems And Measures of the Early-stage Property Management in China
Abstract: Property management usually divides into two periods: early-stage property management and general property management. Hereinto, early-stage property management not only is the primary and basic period, but also is the very important step in the implement of property management.
Chinese property management gave birth to the early of 1980s, and we have made a great contribution on the property management after 20-year primary period. However, there are many prominent problem that the owners of vulnerable groups as the legitimate rights and interests can hardly be maintained, as well as property developers and management company. regardless of the system brought about by a number of drawbacks. Therefore, the early stage of the property management in China also need to improve further. In this article, through a survey of our previous property management,the author come to the nine vulnerable issues. By sorting the nine issues in the proportion of disputes to quantify the problems, the author come to studying and analyzing the most important four questions(lag in Early Intervention,bidding irregularities, irregularities in checking and undertaking property , Price not match with the quality) and then raised appropriate countermeasures to address the four issues.
