我国商业银行房地产土地储备贷款风险防范探析

摘 要:从土地抵押机构的登记制度、地方政府干预以及国家宏观调控缺乏前瞻性等方面分析了商业银行
房地产土地储备贷款的风险形成机制,并从落实土地抵押权、加强对土地储备贷款有效监管、建立风险预警管
理体系、规范商业银行土地储备贷款管理流程以及完善偿贷机制方面提出风险防范的对策性建议。

The Study on Risk Prevention in Chinese Commercial Bank’s Loans
of Real-Estate Land

Abstract: The risk formation mechanism of commercial bank’s real- estate land reserve loans is studied from the perspective of the
land registration system for mortgage institutions, the local governments interventions and the lack of prospective of local government
macro-control policy on real-estate development; and then the land reserve loans risk prevention recommendations are put forward, such
as the implementation of the land mortgage; the strengthening of effective regulation of land reserve loans; the establishment of risk early
warning management system; the regulation of commercial bank loans for land reserves management processes and the improvement of
other aspects of subordinated loans mechanism etc.
