Constitution of the Republic of Tatarstan
The present Constitution, expressing the will of the multinational people of the Republic of Tatarstan and the Tatar people,
embodies the priority of human and civil rights and freedoms,
proceeds from the conventional right of peoples to self-determination, principles of their equality, voluntarism and free will,
contributes to the preservation and development of historical, national and spiritual traditions, cultures, languages,
maintenance of civil peace and interethnic accord,
promotes the strengthening of democracy, social and economic development of the Republic of Tatarstan, preservation of the
historical unity of the nations of the Russian Federation on the basis of the principle of federalism.
SECTION I. FOUNDATIONS OF CONSTITUTIONAL ORDER
Article 1
1. The Republic of Tatarstan is a democratic constitutional State associated with the Russian Federation by the Constitution of
the Russian Federation, the Constitution of the Republic of Tatarstan and the Treaty between the Russian Federation and the
Republic of Tatarstan “On Delimitation of Jurisdictional Subjects and Mutual Delegation of Powers between the State Bodies of
the Russian Federation and the State Bodies of the Republic of Tatarstan”, and a subject of the Russian Federation. The
sovereignty of the Republic of Tatarstan shall consist in full possession of the State authority (legislative, executive and judicial)
beyond the competence of the Russian Federation and powers of the Russian Federation in the sphere of shared competence
of the Russian Federation and the Republic of Tatarstan and shall be an inalienable qualitative status of the Republic of
Tatarstan.
2. The Republic of Tatarstan and Tatarstan shall be equivalent names.
3. The status of the Republic of Tatarstan may not be altered without the mutual consent of the Republic of Tatarstan and the
