Approximately 30% of the world’s populations have serological evidence of infection with hepatitis B virus (HBV). Currently, China is the only country with high prevalence of HBV in Asia. There are 130 million populations who have been infected by HBV in China, that is to say, there is one HB patient in 10 people. In the view of HB morbidity, it is more serious in rural area than that in urban area; moreover, most of people in China live in the rural area, which accounts for more than 70 percent of the whole population. Therefore, most of the diagnosed and incubative HB patients are in the rural area. HBV is spread by either skin puncture or mucous membrane contact with infected blood or other body fluids. At present, there is no effective treatment for HB. It is painful and incurable for the HB and its complications patients’. It costs 50 billion each year for China to the treatment of HB. Thanks to the invention of HB vaccine, HB has become a preventable disease. Chinese health authorities have put the prevention of HBV infection as a high priority, and China is one of the two first countries in the developing world to attempt to control HBV infection by neonate immunization of hepatitis B vaccine( Gust ID,1996).China health authority recommended vaccinating all infants in 1992.
