Research on China Government Employee System in a Transitional Economy 1.LIU Li-wei 2.ZHAO Er-dong Business School of North China Electric Power University, Beijing, P.R.China, 102206 Abstract The government employee system, regarded as the supplementation of civil servant system and aiming at enhancing administration efficiency and reducing bureaucracy in government has not actually brought the “Catfish Effect” expected by the public as several years ago. In this article, the current situation, the existing problems of the government employee system in China will be depicted, the reasons for the situation be analyzed, the practice of government employee system in the U.K. be introduced, and the suggestions be put forward. Key words Government employee system, Transitional economy 1 Introduction Since Jilin Provincial Government first published and implemented the Proposed Regulations On Government Employee Administration in 2002, Government employee system has been gradually adopted in several cities including Shanghai, Wuxi, Guangzhou, Zhuhai, Shenzhen, Qingdao in Shandong and Wuhu in Anhui Province, and the appearance of this system aroused the interests of various circles in the society. Government employee system has also become another personnel system besides state civil servant system and employee system in the public service units in China. However, in 2006, the laying-off of highest-salaried government employee, Yan Bing, the Chief Representative of Wuxi City Foreign Investment, makes this system a hot issue once again. As a new imported system, whether it can be successfully implemented in China or not? What are the current situation, problems and the reasons for the absence of “catfish effect” and laying-off of some government employees? What issues should be avoided in the implementation of the government employee system?
