万方数据 万方数据 摘 要 中小学校园本应该是最安全、最让人放心的、最让人无忧无虑的乐园，但是 近几年频繁发生的校园安全事件，使中小学幼儿园安全问题成为全国上下所关注 的焦点问题，牵动着政府、教育主管部门、学校教师和亿万家庭的心。连续不断 发生的校园安全事件，好像是事出偶然，但仔细分析一下这些事件的原因，会发 现教育主管部门、学校和教师都有着不可推卸的责任，有些事件的发生是量变所 引起的质变，是偶然导致的必然。中小学校园安全影响着在校学生的人身安全， 影响着学校正常的教学和生活秩序，影响着和谐校园建设，也影响着我国教育事 业的健康发展。因此，对校园安全现状和问题进行探讨，最大限度减少校园安全 事故，有着鲜明的现实意义。 本研究采用实地观察和访谈的方法，对山东省台儿庄区中小学校园安全问题 进行研究。发现政府相关部门和学校对校园安全投入相对不足，部分学校管理人 员安全意识淡薄，对学生的安全教育流于形式，中小学校园安全形势依然比较严 峻。校园安全法律法规不健全，安全意识淡薄，存在侥幸心理，校园安全指导监 督形式主义以及教育经费投入不足是导致中小学校园安全问题的主要原因。 为了满足本地区中小学生的安全需要，尽可能的避免和减少校园安全事故的 发生，保护学生的身心健康和生命安全，为青少年创造一个安全和谐的校园成长 环境，提出了优化中小学安全管理的对策：制定《学校安全法》，为校园安全提 供充分的法律保护；改善教育管理方式，加强政策执行监督；明确学校安全管理 责任，提高安全教育效果；制定校园安全应急预案，定期进行演练；建立健全各 种安防制度系统；加大政府投入，构建安全经费保障机制。 关键词：校园安全 中小学校 策略建议 I Abstract School is the most security, the most reassuring, most lets the human be light of heart from care paradise.But in recent years the frequent occurrence of security incidents in school,which has become the focus of attentio n of the whole kindergartens ,primary and middle schools. School safety problems affect the heart of the government, educational department, school teachers and thousands of households. School safety events continuously occur as if it happened accidentally. But we analyse careful on the causes of these events.We will find the education authorities, schools and teachers have not shirk responsibility. Occurrence of some event is quantitative change caused by qualitative change . It is the inevitable accidental causes. Security influences the students personal safety of primary and secondary schools.It affects the normal teaching and living order.It affects the construction of harmonious campus.It also affects the healthy development of education in China. Therefore, we carry on the discussion to the current situation and problems of school safety. It can minimize the school safety accidents.It has a realistic significance. In this study I used field observation and interviewing to make a research on the school safety of middle and primar
