欧盟对华反倾销原因分析及对策研究

摘要

自2004年中欧双边贸易超过1500亿美元，欧盟成为中国最大的贸易伙伴和第四大外资来源地，也成为中国最大的技术引进来源地。然而随着我国经济的持续高速增长，对欧美诸国连年贸易顺差，我国出口商品在海外频频遭遇反倾销调查。欧盟是世界对华实施反倾销措施最多的地区，自1979年首次对中国出口的糖精等产品进行反倾销调查以来，至今欧盟对华反倾销案件数居全球第一，占对华反倾销案件数的20.7%。许多专家学者研究欧盟对华反倾销的原因，以及如何应对来自欧盟的反倾销对策。在这些条件下，本文对欧盟对华反倾销的发展趋势也做了展望。

本文首先对倾销和反倾销的理论做了简单的叙述，再叙述了欧盟对华反倾销的现状，分析其特点，阐述了欧盟对华反倾销的在经济方面和政策方面的原因。然后说明欧盟对华反倾销对中国的出口，产业等方面的深远影响，以上的内容都为我国如何应对欧盟反倾销对策分析做了铺垫。

本文的第三章，第四章着重分析了欧盟对华反倾销的原因和我国应对欧盟对华反倾销的对策。针对欧盟的反倾销，本文主要从我国政府和企业的角度出发，政府应建立反倾销预警，加快市场经济建设，和对外经济立法三方面解决，企业则应积极应诉，规范管理，优化产业结构方面着手。最后文章对欧盟对华反倾销的趋势进行了展望，一方面表明欧盟对华反倾销仍将长期存在，另一方面说明欧盟对华反倾销趋于缓和。
