Analysis was made on the existing problems and solutions were proposed to improve the service level of pharmaceutical care and social recognition of licensed pharmacist, such as the suggestions to perfect legislations, improve the quality of pharmacy technicians, reform the continuing education system and so on, so as to promote the smooth implementation of the GSP of 2013 edition. KEY WORDS Licensed Pharmacist ；GSP （2013 ed ） ；Current Situation ；Countermeasure 我 国 执 业 药 师 制 度 从 1994 年 确 立 实 施 ，经 过 施 ，本 次 修 订 是 我 国 药 品 流 通 领 域 相 关 监 管 政 策 近 20 年的实践不断优化 ，切 实 地 保 障 了 我 国 医 药 的 一 次 较 大 幅 度 的 调 整 ，全 面 提 升 和 规 范 了 药 品 体制改革的深化 。 但 是 由 于 我 国 执 业 药 师 制 度 确 经营管理活动中必须具备的条件和要求 。 2013 年 立相对较晚
