Element IA3: Measuring Reviewing Health Safety Performance.
Learning outcomes.
On completion of this element, candidates should be able to:
1. Explain the purpose of performance measurement in relation to health and safety objec-
tives and arrangements.
2. Explain the need for, and the objectives and limitations of, health and safety monitoring
systems.
3. Describe the variety of monitoring and measuring techniques.
4. Explain the requirements for reviewing health and safety performance.

1.0 Purpose of Performance Measurement.
This section provides a description of the assessment of the effectiveness and appropriateness
of health and safety objectives and arrangements, including control measures.
The health and safety policy statement is where managing health and safety in the workplace
begins. It lays out the way in which health and safety in the organisation is managed. It is a
unique document that shows who does what, and when and how they do it.
If you have five or more employees you will need to have a written health and safety policy
statement. This should set out how you manage health and safety in your organisation.
You must carry out a risk assessment to identify any risks and then make decisions on how to
manage such risks, so far as is reasonably practicable, to comply with h
