國際關係攻勢現實主義理論之評析 林宗達 國際關係攻勢現實主義理論之評析 林宗達 台灣大學政治學系博士候選人 摘要 攻勢現實主義立足於現實主義之無政府與無秩序之國際體系、 國家理性、權力與安全等假定與對此進行部分修正，以及新現實主 義之國際體系結構對國家行為影響之分析的基礎之上，進而提出「無 政府狀態之國際體系與國家自助」、「安全、權力與軍力」、「虛幻的 全球性霸權與區域霸權」、「強權與其審慎的攻勢擴權戰略」、「維繫 區域霸權的策略 —離岸平衡」與「戰爭的原因—國際體系結構與強 權衝突的層級之關聯」等六大重要論點，如此之論，使攻勢現實主 義成為當前國際關係現實主義理論的主要學派之一。 儘管如此，但不可否認的是，在攻勢現實主義之理論內涵中， 仍有諸多缺陷。這些理論的缺陷包括解釋國際政治現象之侷限與反 證問題、偏狹的權力論、現實主義傳統權力的擴展無法保障新世紀 之霸權的安全、太過強調強權之間的權力競爭而忽略強權對安全的 實際考量與合作等四大問題，然此卻侷限了攻勢現實主義可以更為 寬廣地解釋與分析國際政治之能力。 關鍵字：古典現實主義、新現實主義、結構現實主義、攻勢現實主 義、守勢現實主義、霸權、全球霸權、區域霸權 59 朝陽人文社會學刊 第九卷第二期 A Critical Analysis on Offensive Realism in International Relations Tsung-Ta Lin Ph.D. Candidate Department of Political Science National Taiwan University Abstract Based on anarchic international system, national rationality, power and security of realist assumption and the modification of these assumptions, and the analysis of international systemic structure of neorealism, offensive realism presents the six theses, including ‘anarchic international system and national self-help,’ ‘security, power, and military capability,’ “great power and the strategy of its prudently expanding power,’ ‘the strategy of maintaining regional hegemony-offshore balance,’ ‘the cause of war-the linkage of international systemic structure and the conflict level of great power,’ etc. Such as prominent theses that make offensive realism to be one of realist scho
