Apr. 24, 2013 Working Paper No. 2014W15 孙 杰 sunjie@ 跨境结算人民币化还是人民币国际化？ Cross Border RMB Settlement vs. RMB Internationalization 摘要：全球金融危机以后，由于对美元币值稳定的担心和中国经济高速增长带来的冲 击，国内外对人民币国际化的讨论常常与国际货币制度改革联系在一起。但是货币国 际化的历史表明，单纯的经济规模和贸易份额仅仅是取得国际储备货币地位的必要条 件，对本币的信心和国内金融市场的深度和开放程度更重要。从这个角度看，人民币 国际化任重道远。国际经验还表明，货币国际化也可以仅意味着本币充当国际结算货 币和标价货币的功能，所以人民币国际化也不一定马上与国际货币制度改革联系起来。 权衡人民币国际化的利弊得失，本着先易后难的原则，现阶段我们应该明确以推进人 民币跨境结算为目标，辅以稳妥可控的国内改革和金融市场发展的配合政策。 关键词：人民币国际化 人民币跨境结算 国际货币制度改革 Abstract: The impact of weakening dollar and booming of the Chinese economy made the discussion of RMB internationalization generally pointed to international monetary system reform after the financial crisis in 2008. However, hist ory of currency internationalization shows that the depth and openness of domestic financial market is a more important determinant than economic and trade volume. On the one hand, RMB internationalization cannot achieved overnight, on the other hand, currency internationalization may indicate the currency merely serve in international invoicing and settlement. Hence, RMB internationalization need not necessary link with international monetary system reform. Comparing the cost and benefit, RMB internationalization should start with the expansion of cross border RMB settlement, and promote the domestic financial market development in the meantime.
