中国志愿服务保障机制研究的中期报告 摘要： 随着我国社会的发展，志愿服务事业已经成为国家发展的重要组成部分。为了加强这项工作的管理和保障，研究志愿服务保障机制已经成为一个紧迫的问题。本文以中国志愿服务保障机制研究项目为基础，对中期研究报告进行了总结和分析。经过对志愿服务保障机制相关政策、法规和实践进行了调研和分析，发现当前志愿服务保障机制存在着制度不健全、缺乏标准化、责任不清晰、保险覆盖不足等问题。因此，本文提出了建立完善的志愿服务保障制度、统一规范志愿服务标准、明确志愿服务责任、加强志愿服务保险覆盖等建议，为志愿服务的规范管理和发展提供了有益的借鉴和参考。 关键词：志愿服务保障机制；保障制度；标准化；责任；保险 Abstract: With the development of Chinese society, volunteer service has become an important component of national development. In order to strengthen the management and guarantee of this work, research on volunteer service guarantee mechanism has become an urgent problem. Based on the research project of Chinese volunteer service guarantee mechanism, this paper summarizes and analyzes the mid-term research report. After researching and analyzing the relevant policies, regulations and practices of volunteer service guarantee mechanism, it is found that the current volunteer service guarantee mechanism has problems such as incomplete system, lack of standardization, unclear responsibility, and insufficient insurance coverage. Therefore, this paper proposes suggestions such as establishing a complete volunteer service guarantee system, unifying and standardizing volunteer service standards, clarifying volunteer service responsibilities, and strengthening volunteer service insurance coverage, providing useful reference for the standardized management and development of volunteer service.
