The competition pressure that enterprises bear is heavier and heavier . No matter how the management environment changes, the survival of the fittest is eternal，look for the new profit-making space and point of growth of profit, and make the new competition advantage is earnestly long for enterprises? Enterprises have a sight in value other links of chain naturally, look for the breach from it. Exactly the management idea，development of thought, cause new appearance of management mode just - the mode of supply chain management(SCM). The application of SCM in our country limited to primary stage only also,no rational mode yet.This paper proceed from angle of enterprises strategy, analyse the theoretical foundation of SCM, has studied the layout strategy of the chain of supplying, has established the optimum mode of SCM，make implementation measure of SCM，and has proposed the implementation tactics of SCM, Finally has a look into the distance for SCM.
