大连理T大学硕士学位论文摘 大连理T大学硕士学位论文 摘 要 随着手机的普及率逐年上升，移动增值业务正处于一个蓬勃发展的阶段。USSD (Unstructured Supplementary Service Data，非结构化补充数据业务)和WAP(Wireless Application Protocol，无线应用协议)技术就是其中的两种实现移动增值业务的主流技 术。它们凭借着各自的优势，已经进入移动电子商务的开发解决首选方案之列。 本文从社会性法制建设的角度，以移动增值业务为依托，综合采用USSD和WAP 技术进行分析，建立了多介入式法律信息系统，在一定程度上满足了长久以来普法的需 要。文章首先是客观的描绘了法制建设的必要性和移动增值业务开展现状；其次是对多 介入式法律信息系统的理论适用性和技术可行性做了详细的探究，并在研究分析的基础 上实现了对传统USSD和WAP应用服务的如下三点改进：词句转换式查询方案、动态 USSD菜单开发和全中文WAP服务；最后再按照软件工程的思想对系统整体进行了设 计分析，并提出了在B／S(Browser／Server，浏览器朋R务器)模式下的具体实现方案。 基于USSD技术和WAP协议的多介入式法律信息系统，集成法律、法规查询、法 律实务咨询、法院公告栏查询等三大功能子系统，依据WAP和USSD两种技术的不同 特点，将三种业务进行分流，从而达到了最佳的实现效果。系统参考了J2EE架构模型， 采用JAVA多线程处理技术、JAVA网络连接技术、结合JSP(JavaServer Page，Java 服务器页)语言的动态WML页面编码技术和WAP、Web的服务器整合技术等等，作 为开发系统的主要手段。 论文系统实现部分的演示结果表明，基于USSD和WAP的多介入式法律信息系统 已经具备了预期的法律信息查询和交互的功能，运行稳定、可靠。 关键词：移动增值业务；法律信息；USSD；WAP；J2EE 大连理T大学硕十学付论文Multi—access 大连理T大学硕十学付论文 Multi—access System of Law Information based on USSD and WAP Abstract As the portion’S increasing of possession in Cellphone year by year,Mobile increment operation is in the period of developing vigorously．USSD(Unstructured Supplementary Service Data)and WAP(Wireless Application Protoc01)are two of mainstream solutions．With their own superiorities，they have been listed 011 the Top class of schemes for Electronic Business of Mobile． In this paper，it is analyzed and foundationally satisfied in the angle of social construction of legal system how to resolve the problem of gaining ground the laws with integrated application of USSD and WAP technologies．The essential of legal system’S construction and the situation of the development of Mobile increment operation ale described in the first．Then the applicability in theory and feasibility in teclmology ale probed into at length for Multi—access System of law information，in the course of which several promotions in three aspects of traditional application of USSD and WAP are fulfilled：solution of querying with the method of alternating word-pair，method of querying USSD System
