经济欠发达地区民选村官的村庄治理研究 - 论文 关键字：选举 治理 村民 村干部 村庄 村委会 民选 村支书 [摘要]：在实施村委会直选后，民选村官的村庄治理问题应该受到关注。考察了江西省T县的二十个村庄的民选村庄治理情况，发现这些经济欠发达地区的村庄还是存在着村庄经济落后、村庄治理方式没有改变、干群关系依旧紧张等现象，通过调查和分析，找到了造成这种现象的原因主要有村庄原有的经济薄弱、乡村关系不正常、两委关系矛盾激烈、村委会自身的义务偏离及对村委会监督的丧失。认为，这种民选村官治理村庄没有发生质的变化的局面应当引起重视，因为它会严重地影响到中国乡村民主建设的进程，进而影响到乡村社会的各种建设。 [关键词]：民选村官、村庄治理、村民自治The researh abut village anageent by derati seleted village ffiers in undevelped area ——Regard tenty villages in T untry f Jiangxi prvine as the visual angle [Abstrat]:After the village ittee eletin put int pratie, the issue f the village anageent by derati seleted village ffiers shuld be fus n. [Key rds]:Derati seleted village ffiers，Village anageent，Villagers autny 在1999年前后，全国各地开展的第四届村民委员会换届选举都依法推行了“直选”。当时席卷全国的村委会直选活动，引起了学术界的广泛关注，不少学者对当时的直选活动进行了观察和研究，笔者所在的课题组也于1999年10月至12月对江西省T县20个村的村委会直选进行了现场观察，并对这些村庄的选举状况进行了综合性的比较研究，深入分析了选举过程中的多种力量交互作用，具体探讨了直选背后的制度与社会背景，并对初次直选的后果及村民自治的前景进行了展望，认为直选促进了公民意识的兴起，对村干部的心理产生了巨大的震撼，且选举打破了部分村原有横向权力结构的平衡，有可能降低村干部的权威和村组织的效能。（肖唐镖等，2001）然而，真正的状况会是怎样呢，直选后的村庄治理会发生怎样的变化，民选村官在村庄治理中又会遭遇哪些问题呢？在2002年的冬天即第一届民选村官任期即将结束的时候，我们再次走进这些村庄，对民选村官治理下的村庄进行了考察，并对此进行了一些分析。 一、样本村概况及1999年的直选情况
