The international system is an important approach to global climate change efforts, the construction of international climate system changes related to the development of rights and international responsibility for the future development of mankind and world, is a major issue related to economic and political interests. Based on the empirical study of the global climate change and its related international institutional arrangements, the role of China in global climate change actions, and the actions and impacts that should be taken, this paper combines the theory with the theory. The causes and functions of the international system and the risks of Chinas participation in the international system are analyzed.

The negotiation process on climate change in Copenhagen is the focus of international affairs, and the differences between developed and developing countries remain enormous. Developing countries want developed countries to increase their emission reduction efforts, while providing more financial and technical support to developing countries. The developed world has delayed and avoided its climate change responsibilities. The upcoming meeting in Copenhagen at the end of the year is the key to a series of diplomatic negotiations aimed at reaching a new climate change international regime. Therefore, China should strengthen the relevant research on the international climate change system and, on the premise of estimating the bottom line of the various parties, influence and shape the global climate change regime.
