The involved key factors can be summarized as subject， supply and demand， worth， theoretical model， technology and institution. The six key factors are respectively answers to the core questions that what is effecting and dominating of the standardization， what is the target of the standardization， what are the precipitating and motivating factors， what are the basis and strategy and what are the foundation and guarantee of the standardization. With interrelation and interaction， the six key factors affect the developmental level of the basic public service standardization. 　　Key words： basic public service； standardization； influencing factors 　　基本公共服务标准化是诸多关涉要素相互作用的发展过程，内含几个核心问题，即：谁在影响和主导基本公共服务标准化；基本公共服务标准化的目标和旨归是什么；基本公共服务标准化的诱发和促动因素是什么；基本公共服务标准化的依据和策略是什么；基本公共服务标准化的方法和手段是什么；基本公共服务标准化的依循和保障是什么。围绕这几个核心问题，可以将基本公共服务标准化系统归纳为六大要素，即主体要素、供需要素、价值要素、理论要素、技术要素和制度要素，六大要素分别代表了基本公共服务标准化系统的子系统，而基本公共服务标准化就是由六大要素相互联系、相互作用的结果。 　　一、主体要素：基本公共服务标准化的主导者和参与者 　　在基本公共服务标准化话语体系下，主体因素就是以人为基础而形成的政治组织和社会群体，由此也构成了基本公共服务标准化的国家和社会公众两种主要力量。这两个主体相互补充与合作，共同建构了基本公共服务供需体系以及基本公共服务标准生产体系。 　　（一）政府：基本公共服务标准化的主导主体 　　政府在基本公共服务标准化过程中的主导地位主要体现为：首先，政府是基本公共服务的供给主体。萨缪尔森认为，基于公共物品的非排他性和非竞争性，私人供给公共物品必然是无效率的，公共物品应当由政府来供给。政府以其在公权力和公共资源上的占有和支配，当然地获得了对基本公共服务供给的主导地位。近些年来，国内外进行了大规模的公共服务改造，但改造的实
