The criteria for calculating rankings include life expectancy , educational attainment , and adjusted real income. This paper applies this index in China regional human development studies and finds it more helpful than traditional methodologies. Keywords : human development index ( HDI) ; factor analysis ; comprehensive assessment ; index system ; weight structure 一、问题的提出 以人为本, 构建社会主义和谐社会 , 缩小区域之间的人类发展差距 , 是全面建设小康社会过 程中必须完成的重大经济社会课题[1 ] 。中国是一个发展中国家 , 在发展的过程中难免会遇到区域 发展不平衡的问题 , 问题的出现自然会催生富有远见的战略性决策诞生和得力的政策措施的实 施。党的十六大提出了“五个统筹”作为指导今后政府行为的行动指南 , 其中统筹区域和城乡之 间发展被列入其中。然而在制定具体的政策措施时首先涉及一个科学、客观衡量区域发展之间差 距的问题 , 这就涉及对人类发展定义的界定和度量问题。
