上海市郊区生产性服务业发展研究 _ 兼议宝山区庙行镇电子商务园区发展中的问题.pdf

摘 要 自上个世纪 70 年代起，国外学者已经开始研究生产性服务业的集聚问题。而中 国即使是现在对于生产性服务业的集聚问题还处于摸索发展阶段。近年来，由于全球 服务经济的高速发展和全球经济一体化趋势的深入，发达国家显露出服务业大规模迁 移迹象。美国的生产性服务业中的技术服务、研发设计、软件开发应用、芯片设计、 数据录入、建筑设计、金融分析等，表现出大规模地向具有人才优势的发展中国家迁 移的趋势。而上海己经具备从“工业经济”向“服务经济”产业结构过渡的条件，也 明确提出要发展以生产性服务业为核心的现代服务业，并采用集聚区方式承接国际转 移。上海郊区生产性服务业的发展即以此为契机，以原有老工业、原有老厂房、原有 的经济区为载体，以发展电子商务、服务设计、科技研发为其主导产业，形成了一批 生产性服务业集聚区。本文从上海市宝山区庙行镇发展电子商务园区中遇到的问题进 行分析，从而提出一些提升上海市郊区生产性服务业集聚区建设发展的建议。 本文第一部分主要介绍了研究背景和意义、本文的研究思路和研究的关键问题。 第二部分对有关生产性服务业的特征、生产性服务业集群的概念进行梳理，并归纳了 生产性服务业集群与地区经济增长的关系。第三部分主要阐述了国内的生产性服务业 集群发展和上海近郊地区的生产性服务业集群发展状况。第四章针对宝山区庙行镇发 展电子商务示范园区的实际情况进行 SWOT 分析，并在第五章中对庙行镇发展电子 商务示范园区提出了一些对策建议，从而以此为基础在第六章中提出了上海市郊区发 展生产性服务业集群的对策建议。 关键词：生产性服务业 产业集群 上海郊区 电子商务 I Abstract Compared to foreign countries that already attempted to study the concentration of productive service industries as early as in the 1970’s, Chinese researchers are still pacing up and down in the very beginning stage. In recent years, along with the fast development of service economy and the deepening of globalization of world economy, developed countries started to transfer service industries to a third country in a large scale. Taking the USA as an example, it already showed a tendency of transferring to a third country that possesses talent advantage its technical service, research and development, software development and application, silicon board design, data maintenance, architectural design, and financial analysis etc. When talking about Shanghai, the city is already prepared well for transforming its economic format from “industrial economy” to “service economy”, because of which, Shanghai set a goal of constructing its contemporary service industry at the core of productive service through attracting
