南阳市生态环境建设问题及对策研究 摘 要：南阳市是豫陕鄂川渝交界处区域性中心城市，是豫西南政治、经济、文化教育、科技、物流、交通中心，是重要的农业生产区域，是南水北调中线工程渠首。因此，其生态环境建设的问题分析及对策建议即是十分重要与必然。本文即从社会因素出发，主要从产业结构、生态观念、城市规划、循环经济等几个方面来分析南阳市生态环境建设面临的问题，从而提出合理的对策分析。以推进南阳生态城市的建设，促进社会全面合理发展并提升人民生活质量。 关键词：生态城市；自然环境；循环经济；南阳市 Abstract：Nanyang City is located in the junction of Sichuan, Chongqing, Hubei, Henan and Shanxi regional central city, it is the center about politics, economy, culture, education, technology, logistics and transportation in southwest of Henan . It is an important agricultural production region, it is the Head North Water Transfer Project. Therefore, the question of its ecological environment construction and development strategy is very important and inevitable. This article is according to the social factors, which is mainly including the industrial structure, the concept of ecology, the urban planning and the recycling economy and so on. The objective is analyzing the problems which is the Nanyang City facing the ecological environment conservation and rational solution for analysis. So we can do something to promote the construction of ecological Nanyang City, we also should make a plan to promote all-round social development and promotion of the peoples livelihood and quality. Keywords：Ecological City；Natural environment；Circular economy；Nanyang City 前言 南阳市位于河南省西南部，处在亚热带区域，拥有丰富的自然资源和人文资源。但南阳市生态环境面临多种问题，主要有地表水污染严重、城市空气质量下降、固体废物处理能力不强等。 1南阳市生态环境建设存在的问题 1.1地表水污染严重 据南阳市环境公报，全市工业污水排放总量在逐年缓慢下降之中，但生活污水排放量却有不断上升的趋势。市辖区主要河流白河水质类别为Ⅳ类，满足规划要求。但整体断面的水质标准较低，特别是下游水域污染严重。 表1 2007—2009年南阳市水环境情况[1] 年份 污水总量 （万吨） 工业污水排放量 （万吨） 生活污水排放量 （万吨） 化学需氧量排放量 （吨） 2007 26756 12589 14167 80300 2008 24478 9844 14634 69500 2009 24678 9742 14936 68399 (注：表中数据来源于《南阳市2007—2009年环境公报》) 1.2城市空气质量有待于进一步改善 南阳市2009年环境公报显示，目前南阳市区空气质量有很大改善。特别是烟尘排放量快速下降，二氧化硫排放也呈明显下降态势。但工业粉尘的排放量却急剧上升，严重影响城市空气质量的改善。城市空气污染为复合型污染。可吸入颗粒物是首要污染物，其次为二氧化硫[2]，市中心城区污染特征仍以煤烟为主。全年降水PH值范围为5.42—7.98之间，PH均值为6.48，酸雨发生频率为2.6%。 1.3固体废弃物的处理能力不足 南阳市2007—2009年环境公报，全市
