摘 要
2003年5月,党中央提出了我国农村干部现代远程教育(以下简称农干远教)的重要措施。农干远教与传统的学校教育在指导思想上明确的存在不同。本文结合湖南省、湖南、贵州、山东三个试点地区现代远程教学组织和党员干部管理经验,以问卷调查为主,以党员干部为主体,以卫星传输技术为主要内容的现代远程教育教学管理、教学管理、教学管理存在的问题及影响因素进行了较为全面的探讨。本文以衡水市为例,采取系统分析、问卷调查、案例分析等研究方法,对新形势下农村干部面临的新任务进行了有益的探索,是现代远程教育对农村干部的延伸和扩展,是在农村建立学习型社会服务,满足农村党员和终身学习的需要。就如何推进模式的教学和教学管理,建立科学的管理、规范化运作的农干远教工作机制进行了深入的剖析。对如何把握时代需求的农村党员和建立开放型、多功能、广覆盖、高质量的教育和培训体系进行了研究。
本文运用公共管理和相关知识、理论与实践相结合的方法,提出了现代远程教育教学管理的基本原则、管理机制、队伍建设、评价体系、教学信息反馈以及相应的政策措施。对我国农干远教具有一定的指导意义。

Abstract
