PAGE / NUMPAGES 我国证券资信评估业对证券市场进展的阻碍分析 摘要 随着金融市场的蓬勃进展，市场上的产品和工具日益纷繁多。不管是银行,企业或是投资者，面对市场上眼花缭乱、头绪万千的交易信息，仅凭自己的经验去分析和判不，差不多表现得不堪重负。这客观上要求市场上有专门研究市场交易信息，纠正交易双方信息不对称现象以此来操纵信用风险的中介机构。证券信用评级机构由此诞生。 证券信用评级机构的出现比其他要紧的金融机构，如银行、券商和会计师事务所出现得晚。特不是在我国，证券信用评级机构进展时刻相对较短，业务进展还不完善，评级的结果未受到宽敞投资者的广泛应用与重视。如何使其为我国证券市场的健康进展更好服务有着相当大的意义。目前我国信用评级业的地位与作用除了在《证券法》和《证券投资基金评价业务治理暂行方法》（要紧针对基金评级）中有所阐述外，其他法规并没有给予信用评级一个明确的定位，因此，必须加强建立与完善相关法律法规。 本论文以我国证券资信评估业对证券市场的阻碍为切入点，研究了我国证券评级业的进展历程并借鉴对比了国外证券评估业的进展经验，找出我国评级业进展的薄弱之处。分析了金融危机中评级机构发挥的作用，并由此探讨评级业的运作机制，进展模式与现状，从中找出评级业的利弊。分析了评级业对证券市场的阻碍作用，联系其在金融危机中的表现，发觉三大国际权威评级机构的评级也带有政治色彩，信用市场的命脉依旧被发达国家把持而来为自己的利益服务。同时研究了评级业的可取之处，为了证券市场的健康进展总结了改进意见。为了幸免次贷危机的重演，政府一定要严格把关同时尽快完善相关金融法规。在论文结尾处对我国证券评估业以后的进展方向与作用进行了分析与展望：中国若要成为真正的经济强国，我们就必须大力进展自己的货币金融市场(包括多层次债券市场、股权市场、外汇市场、衍生金融市场)，必须成功建设自己的金融中心与信用体系。而评级业的进展则是其中一块重要的基石。 关键词：资信评估，证券市场，市场监管，金融市场稳定 ABSTRACT With the rapid development of financial markets，Products and tools on the market are more and more numerous.
