In order to make polluters to strengthen the management, conservation and comprehensive utilization of resources, pollution, improve the environment, China has implemented a charging system. More than 30 years, charging the continuous development and improvement of the system for the protection of our country made a great contribution to the environment. In this paper, the definition of the charging system and the evolution of the specific provisions of the charging system, nature, and the existence of the problem, last complete charging system, the authors views put forward.
