公民权视野下农民工权益保护的公共政策支持 ——以对青岛市农民工的调查为例 摘　要：让全体公民共享社会发展成果，体现社会公平正义，是政府的基本责任。农民工是中国城市化中的一个特殊社会群体，由于目前中国社会制度与政策的因素，他们在城市中不能与城市居民享有同等的政治、经济及社会权利，是典型的弱势群体。本文以青岛市为例，在问卷调查和深入访谈的基础上，对农民工权益受损状况进行了实证研究。为了维护和保障农民工的基本权利，就必须在拓宽农民工政策参与渠道、完善农民工劳动保护政策、加强农民工社会保障等方面提供公共政策支持。 关键词： 公民权 农民工权益 公共政策 青岛市 Constructing public policies to protect the migrant workers’ rights under the vision of civil rights ——Take the survey of Qingdao’s migrant workers as an example Abstract: The governments basic responsibilities is that making all citizens share the fruits of social development and maintain social justice. Migrant workers is a special social group in the process of Chinas urbanization, as a result of Chinas social system and policy factors, they can’t enjoy equal political, economic and social rights as the same as urban residents, which is a typical disadvantaged groups. In this paper, we take the survey Qingdao’s migrant worker as an example, applying the questionnaire survey and in-depth interviews, making empirical research about the situation of migrant workers’ rights. In order to protect the basic rights of migrant workers, we must broaden the channels of political participation of migrant workers, improve the protection of migrant workers labor policies, and strengthen social security of migrant workers.
