Supply side is the supply side of the market. The demand side is the demand ofthe market in terms of supply side structural reform emphasized that play a role of themarket, attaches great importance to the innovation actuation, definitely pointed outthe future direction of economic development. In mature market economy country isknown as the charter of the market economy law and on the basis of constructingsystem of competition policy, more worthy of our structural reform on the supply sideunder the background of the discussion.

1 Introduction
Lacking of demand by increasing government spending or tax cuts, or by themonetary authorities to cut interest rates to increase investment and improve. On thecontrary, if there is excessive demand, fiscal and monetary policy can have the effectof tightening demand . Although generally recognized by the academic circleaggregate demand management policy includes two types: fiscal policy and monetarypolicy, but the understanding of the relative importance is not set in stone. In the 30 sof the last century, John Maynard Keynes argued that the total demand is givenpriority to with active fiscal policy management policy to help the country out of thegreat depression in the us and Europe and implements the rapid recovery anddevelopment of the post-war economic, when fiscal policy is regarded as a majormeans of aggregate demand management. However, continuous positive fiscal policyto finance the deficit is more and more big, the inflation problem is increasinglyserious, and the outbreak of the stagflation in the 70 s made the status of the activefiscal policy has been greatly weakened.
