目前房地产领域存在的问题主要有:少数大城市房价上涨过快,住房供应结构不合理矛盾突出,房地产市场秩序比较混乱。所以政府的调控不应该单纯地以“房价下跌幅度的多少”作为直接调控目标,而应该倾向于在遏制房价快速增长的同时,使市场秩序和市场管理更加完善,投资性消费比例趋于合理,法制化管理制度有所推进,以达到较为良性的综合调控效果。
首先,要切实调整住房供应结构,重点发展中低价位,中小套型普通商品住房。同时要大力发展经济适用房和廉租房,有步骤地解决低收入家庭的住房困难。
第二,进一步发挥税收、信贷、土地政策的调节作用,完善住房转让环节税收政策,有区别地适度调整信贷政策,引导和调节住房需求,科学确定房地产开发土地供应规模,加强土地使用监管,制止囤积土地行为
第三,要加强房地产开发建设全过程监管,制止擅自变更项目,违规交易,囤积房源和哄抬房价行为。同时完善房地产统计和信息披露制度,增强房地产市场信息透明度,全面,及时,准确地发布市场供求信息,坚持正确的舆论导向.
第四,必须把“政府负责”作为此次房市新政最重要的责任, 有令不行,或者落实不到位,调控就难免“雷声大雨点小”,不仅房价难稳,政府的公信力也会受到损害。此外,从长远来看,还是要引导和帮助地方政府走出土地财政的怪圈,“买房难、买房贵”的问题才能真正得到解决。
总之,落实调控政策,需要多方面努力,这样才能真正实现“居者有其屋”的目标。
The current mainly problems in the field of real estate are that housing prices rises rapid overly in a few big cities, the housing supply structure and real estate market are irrational disorder. So lately Premier Wen Jiabao have remarked that the central government will continue its efforts to maintain prices at a reasonable level and urge banks to continue refining their mortgage policies to curb speculative home purchases. In other words, the government is unlikely to unveil further and even harsher property tightening measures, and will concentrate more on implementation on a local and micro level.
First of all, adjust the housing supply structure effectively and focus on the development of low-cost and small Commercial Housing, and increase the supply of cheap public housing to meet the needs of lower-income people.
Secondly, further develop the regulation of tax, credit and land policy, improve the tax policy of housing transfers, adjust credit policies moderately to guide and regulate housing demand, and determine the scale of real estate development and land supply scientifically to stop land hoarding behavior.
Thirdly, strengthen the supervision in entire process of real estate development to stop unauthorized changes to projects, illegal trading, and hoarding behavior. At the same time improve and enhance the information system and statistics to make
