When being viewed from its legislative spirit, legal standard, and policy practice, the original system took“serve for the common people”as its goal and followed the principle of cooperatively providing medical service. It was practically cooperative. While emphasizing the systems characteristic of public welfare, it was also operated economically for its bonus sharing policy. That performance reflected that the CCP gave this system double property of public welfare and economic entity in the New-Democratic Revolution Period.
