The main body of community autonomy is the whole residents in the community. The foundation of community autonomy is to coordinate the rights relationship between participants, and establish a democratic consultation mechanism. Community participation refers to the behavior of community residents or community organizations directly or indirectly joining the management of public affairs and community development in communities. Community residents participation includes participants, participants and participatory approaches. The residents in the autonomous community participation as the research object, in Honghuagang District neighborhood of cold water as the research object, from the residents willingness to participate in the autonomous community of Lincang City residents, the problems were involved in the analysis of these three aspects of participation and participation channels, and puts forward some opinions and suggestions.
