绵阳师范学院 本科生毕业论文 题 目 浅析农村税费改革后乡村关系的变迁 专 业 社会工作 院 部 法学与社会学院 学 号 2005160069 姓 名 王 桂 林 指导教师 禹 红 梅 答辩时间 2009年 5月 论文工作时间：2008 年 11月 至 2009 年 5 月 浅析农村税费改革后乡村关系的变迁 学 生：王桂林 指导教师：禹红梅 摘 要：农村税费改革是中央对20世纪90年代以来愈加恶化的农村政治经济状况的一次激烈的调整方式，乡村关系在税费改革背景下呈现出新的面貌。原有税费制度导致了国家对农村的过度提取和乡村治理的合法性危机，进而使农民与国家的矛盾日益激化。村庄内部干群矛盾令人忧心，农民对村委会、对党和政府的信任危机日益加深，乡村内部的人际关系也显示出非良性的特征。税费改革以后农民负担减轻，村庄内部干群关系缓和，人际关系也有了一定程度的变化，但乡村关系制度建设方面并未取得实质性的进展。笔者认为，农村税费改革为形成良性的乡村关系提供了可能，深化税费改革不能仅仅将着眼点放在减轻农民负担方面，而是要以此为契机推动乡村治理方式的转型，促进良好乡村关系的形成。 关键词：税费改革 乡村关系 村民自治 Analysis the Changes of Rural Relations After the Rural Tax Reform Undergraduate：Wang Guilin Supervisor：Yu Hongmei Abstract：Rural tax reform is a fierce adjustment that the center puts forward for the increasing deteriorating political and economic situation in rural areas since 1990s , the rural relations in the context of tax reform shows a new look. Existing tax and fee system in rural areas leads to the country?excessive extracting from the rural and crisis of legitimacy of rural governance, even makes the conflict between the?farmers and the government became more and more fierce , ?the self-government organization of ?villager is ?in name only, and ?become the spokesman for the power of town. People are worried about the contradiction between the villagers and the cadres, the farmers confidence for the village committee, the party and the government are becoming worse, the interpersonal relationship between the villagers shows the characteristic of non-benign. After the tax reform，the burden of the peasants reduced, the relation between cadre and mass eased, but the construction of rural relations system did not make substantive progress.This article holds that because of the reform of rural taxes and fees, it will make the formation of healthy relations between the villages possi
