以中国式现代化推进公共文化服务治理的基础与路径*

摘要党的二十大报告提出以中国式现代化全面推进中华民族伟大复兴。走中国式现代化道路成

为我国公共文化服务治理的时代命题和未来方向。以中国式现代化推进公共文化服务治理具备深厚

的制度与效能基础，包括：十八大以来新时代十年公共文化服务治理不断向新拓展、向内发力、向

高跃升，在现代化、均衡化、法治化等方面取得了制度建设的立体化突破；公共文化服务治理效能

得到全方位提升，使公共文化生活空间更加充实完善、公共文化生活选择更加丰富便捷。而强化公

共文化服务包容性、精准化、智慧化治理，从而改善结构、优化运行、提升质量应成为以中国式现

代化推进公共文化治理的路径选择。

AbstractThereportofthe20thNationalCongressoftheCommunistPartyofChina（CPC）proposespromoting

nationalrejuvenationonallfrontsthroughaChinesepathtomodernization.Chinesemodernizationhasbeenthecall

ofthetimesandthefuturedirectionforpublicculturalservicegovernanceinChina.Promotingpubliccultural

servicegovernancethroughaChinesepathtomodernizationisofprofoundinstitutionalandefficacyfoundation.

Specially，sincethe18thCPCNationalCongress，thegovernanceofpublicculturalserviceshasbeenexpanding

tonewareasconstantly，urgingeffortsinwardsandachievingasignificantincrease，thusmakingcomprehensive

breakthroughsinbuildingasystemthatismodernized，equitableandlaw-based.Atthesametime，the

governanceefficiencyhasalsobeenimprovedinalldimensions，includingmakingpublicculturalspacesmore

abundantandprovidingmorechoicesandconvenienceforpublicculturallife.Strengtheningtheinclusive，

targetedandintelligentgovernance，therebyimprovingthestructureandqualityofpublicculturalserviceand

optimizingitsoperation，shouldbetheapproachtopromotingpublicculturalgovernancethroughaChinesepathto

modernization.
