促进民办高校发展的公共政策研究分析研究——以湖北民办高校为例 社会学专业.doc

中文摘要：随着高等教育的普及化，民办高校也得到了发展。但是我国民办高校教育起步比较晚，总体发展比较快，在发展的过程之中也遇到了一系列的问题，这也表现出了我国高等教育体制的不成熟，尤其与发达国家相比的话仍然具有比较大的差异，相关的政府部门在民办高等教育这一领域存在公共政策缺失等问题。在当前政府职能改革的大环境下，利用社会管理创新的有关理论，探讨政府职能部门应该如何找准定位，明确职责，在民办高等教育发展道路上应起到怎样的作用，应如何通过政策的制定来推动民办高等教育的健康发展。

Abstract：Withthepopularizationofhighereducation,privatecollegealsoobtainedthedevelopment.ButChinasprivatehighereducationstartslate,developmentfast,inthedevelopmentprocessalsoencounteredaseriesofproblems,whichalsoshowedahighereducationsysteminChinaisnotmature,especiallycomparedwiththedevelopedcountriesofthewordstillhasquitebigdifference,relevantgovernmentdepartmentsintheprivatehigherinthefieldofeducationinpublicpolicyissues.Inthecurrentreformofgovernmentfunctionsundertheenvironment,theuseofsocialmanagementinnovationrelatedtheory,discussesthefunctionsofthegovernmentdepartmentsshouldbehowtofindposition,makeclearduty,inthedevelopmentofprivatehighereducationontheroadshouldplaywhatrole,shouldbehowthepoliciestopromotethehealthydevelopmentofprivatehighereducation.
