Some others can make federal employees leave without pay, in order to reduce the governments administrative cost. That means the so-called “Non-core sectors” will be closed partially or completely, while the “core sectors” will go on. Therefore, the “essential personnels” go to work, the others, however, stay home. What does the “core sectors” mean? Let’s look at the picture. The U.S. institutions can divide into three parts, say, Executive?Office?of?the?President, Cabinet?Department, and Military?Bodies. The following two pictures show who goes to work, and who stays home.
