The influence of this event;About US government shutdown;Constitution;宪法;Since Capitol has the authority of Budgetary Provisions, when it doesn’t make the budget proposals passed, the government would not have enough money to spend, and many projects that require much money would only be suspended.
With little or limited money, the government must do the priorities first. Such departments as national parks, some monuments, museums that are relatively unimportant can be closed. Some others can make federal employees leave without pay, in order to reduce the governments administrative cost. That means the so-called “Non-core sectors” will be closed partially or completely, while the “core sectors” will go on. Therefore, the “essential personnels” go to work, the others, however, stay home. What does the “core sectors” mean? Let’s look at the picture. The U.S. institutions can divide into three parts, say, Executive?Office?of?the?President, Cabinet?Department, and Military?Bodies. The following two pictures show who goes to work, and who stays home. We can see that most of the “service works” stopped, but the “key positions” still work as usual.;;Cabinet
Department;政府各部;;;What influenced most is people’s livelihood, following by economy and politics . It makes little impact on military and diplomacy.
“non-core departments” of the federal government shutdown makes a real impact on American people’s lives and economic growth. Hundreds of thousands of civilian government employees stop work, and all national parks shut down. The process of applying for government loans to private sectors was postponed.
Such “core departments” as army, border defense, public safety, prison guards will not be affected. Post offices will operate as usual, retired persons’ social insurance benefits will be paid as usual , those who attended health care can still go to hospital.
