[Key Words]town construction industry development countermeasures 江苏大学课程论文 PAGE \* MERGEFORMAT4 十一届三中全会的召开，提出了农村改革与发展的新战略，同时催发了农业和农村改革的进程;紧接着,中共十五届三中全会又提出“小城镇，大战略”,的发展模式与格局,这样更大大加速了统筹城乡的城镇化步伐;进入新世纪,中共中央、国务院下发《关于促进小城镇健康发展的若干意见》，小城镇发展至此迎来了一个新的时期，经济、社会、环境和基础设施建设快速发展。在中共十七届三中全会上，党中央提出了“依法赋予经济发展快、人口吸纳能力强的小城镇相应行政管理权限，促进大中小城市和小城镇协调发展，形成城镇化和新农村建设互促共进机制。”这是国家和政府对于产业发展以及小城镇发展的极大支持。而在发展的过程中势必会出现各种各样的经济、社会以及就业问题，因此，针对发展中出现的问题， 势必要用发展的眼光加以审视，同时运用各种经济的、行政的手段对社会发展做出正确引导， 才是解决问题的正确举措。而小城镇的发展为初期的产业提供了基本的萌发环境,为成长期的产业提供了走向成熟、繁荣的有利条件,
