In this paper, foreign successful experience were introduced, present condition and shortage of our construction enterprise on HSE were analyzed from the management principle, technique means, the government aspects such as fixed position and market environment etc. Simultaneity, correlation of HSE management system and quality, progress and cost control was dissertated and some useful suggestions are given. Key Words: HSE management; total life; quality control; progress control; cost control; risk management 1 HSE 管理体系的理念 HSE 管理（Health Safety Environment ）即健康、安全与环境管理。HSE 管理体系主要用于指导企业 通过经常化和规范化的管理活动，建立符合要求的健康、安全与环境管理体系，实现健康、安全与环境 管理目标，继而通过不断的评价、管理评审和体系审核活动来推动整个体系的有效运行，促使健康、安 全与环境管理水平不断提高。推行HSE 管理体系对我国的国计民生和企业发展都具有重大意义，既是保 护国民经济健康、可持续发展的需要，也是环境管理现代化的需要。 早在 20 世纪 80 年代，世界各大石油公司如美国杜邦、英荷皇家壳牌集团等就制定了较为完整的健 康、安全与环境管理标准。随着时间的推移，HSE 管理理论的内容日益完善，应用范围也越来越广泛。 施工企业逐步把它推广应用到工程项目建设中，强调在工程项目建设过程中要重视人员的健康，安全和 对环境的保护。目前，我国建筑企业在工程项目的HSE 管理上才刚刚起
