Polysyndeton?is the use of several?conjunctions?in close succession, especially where some might be omitted (as in he ran and jumped and laughed for joy).?
Shelley used polysyndeton in this poem to increase the rhythm.
And whiten the green plains under,
And then again I dissolve it in rain,
And laugh as I pass in thunder.

Contrast
In additon, Shelley had put several contrasts in this poem as well, in order to achieve the effect of showing a vivid picture of the imagery.
