一种基于VAHP/DEA的企业信息系统选型决策方法 李永刚 （淮南联合大学经济系，淮南，232001） 摘要：信息系统选型是企业信息系统建设和应用的关键步骤，也是一个典型的多准则决策问题。建立决策问题的AHP模型，应用VAHP方法确定准则和因素的权重，以票选的方式取代传统AHP/ANP方法中的成对比较矩阵，完成模型计算，然后对备选方案打分并做DEA分析，从中选出最有效的方案作为最终的决策结果。实例证明，基于VAHP/DEA的企业信息系统选型决策方法相对于AHP/ANP方法，简单易懂，便于操作，是一种实用有效的企业信息系统选型决策方法。 关键词：信息系统选型；VAHP；票选；DEA 中图分类号：F274 An enterprise information system selection decision-making method based on VAHP / DEA LI Yong-gang (Department of Economics, Huainan Union University, Huainan, 232001,China) Abstract: Information system selection is the key step of the enterprise information system construction and application, and is also a typical multi-attribute decision making problems. First, the AHP is used to build the enterprise information system selection decision model, and VAHP is used to determine the weights of this model. Then after the DEA analysis of alternatives have been done, the most effective solution would be chosen as the final decision-making results. This approach recommends the VAHP method which uses the votes to replace the pairwise comparison matrices that used in the traditional AHP / ANP method. The proposed example has proved that the VAHP/DEA method is easy to understand and operate, and is a practical and effective approach to enterprise information system decision making. Keywords：information system selection; VAHP; vote; DEA 1.引言 随着经济全球化进程和供应链合作的加深，越来越多的企业认识到信息系统是企业不可或缺的一个重要管理平台，同时信息系统的建设和应用也是企业信息化的中心环节。企业信息系统的构建是一项系统工程，企业信息系统选型是企业信息系统建设的第一步，也是至关重要的一个决策。研究表明，信息系统选型失败是导致企业实施信息系统失败的重要原因之一[1]。 企业信息系统选型既要考虑到信息系统使用后给企业带来的有形的无形的收益和机会，也要考虑到为此付出的成本和风险，是一个典型的多准则决策问题。层次分析法（AHP）和网络分析法（ANP）[2]是广泛使用的多准则决策方法。AHP可以把复杂问题层次化，ANP是AHP的普遍形式，它以一种扁平的、网络化的方式表示元素之间的相互关系，打破了AHP的元素间相互独立的假设，允许元素之间存在相互依赖关系和反馈关系。AHP和ANP在应用的过程中，要频繁构建基于1—9比例的因素两两对比矩阵，把定性分析转为定量分析，同时还要面对一致性检验，准则较多时，提高评选操作难度。票选层次分析法（VAHP）[3]使用定量的投票方法代替因素两两比较矩阵，决策人员可以直接做出判断，有效降低了决策人员的判断过程的复杂性，同时又可以很好保证了判断结果的一致性。本文使用AHP构建评价模型，用
