农村耕地集约利用的研究 　　摘 要：耕地集约经营是实现农业现代化的重要措施，也是国家为了合理用地、保护耕地及推行集约用地而长期坚持的一条根本方针。对于促进农村发展意义重大。该文以地区数据为基础，选取有代表性的评价指标，建立PSR模型，并采用德尔斐法确定权重，最后运用多因素综合法计算集约度。研究目的是探究濉溪县耕地集约利用的变化，分析耕地集约利用的状况，并为优化耕地集约利用结构、提升耕地利用价值等提供建议。结果表明，濉溪县农村土地利用集约化水平有待提高；树立和强化耕地保护意识、实施土地利用规划和科学管理，优化土地利用结构是提高集约利用水平的重要措施。 　　关键词：耕地；集约利用；PSR模型；建议 　　中图分类号 F311 文献标识码 A 文章编号 1007-7731（2017）07-0012-03 　　Abstract：Intensive use of arable land is a basic policy adopted by the state to solve the land problem and is of great significance to promote rural development. Based on the regional data，this paper chooses the representative evaluation index，establishes the PSR model，uses the Delphi method to determine the weight，and finally uses the multi-factor comprehensive method to calculate the intensive degree. The purpose of this study is to explore the changes of cultivated land use in Suixi County，to analyze the situation of intensive use of cultivated land and to provide suggestions for optimizing the intensive use structure of cultivated land and improving the utilization value of cultivated land. The results show that the level of land use intensification in Suixi County needs to be improved. It is an important measure to improve the intensive use level by establishing and strengthening the consciousness of cultivated land protection，implementing land use planning and scientific management and optimizing land use structure. 　　Key words：Cultivated land；Intensive use；PSR model；Suggestion 　　人多地少是我??的基本国情。当前全国正处于城镇化、工业化快速发展的阶段，各种形式的用地明显增加，因此我国土地面临着有效供给不足，而需求日益增长的矛盾。故而合理利用土地，保护耕地及推行集约用地，是关系民族生存根基和国家长久利益的大计，是全面贯彻落实科学发展观的实际行动，是我国必须长期坚持的根本方针[1]。家庭联产承包责任制从推行至今，经过30多年的发展，的确产生了巨大的社会经济效益。但是由于从事农业生产者的耕地面积普遍都很小，这样不利于合理利用劳动力和生产资料，不利于农业科学技术的推广，从而不利于提高劳动产出，也不利于应对现代经济社会给农民带来的风险。为了克服这些不利因素，有必要推行集约利用土地，扩大农业生产者的耕地规模，实现耕地集约化经营。 　　1 研究区概况 　　濉溪县是安徽省淮北市辖县，北靠淮北城区，南接毫州市蒙城县，东与宿州市相邻，西北与河南省永城市交界，总面积1 987km2，2015年底总人口111.7万人，全县下辖11个乡镇。该县在北纬34°附近，属于中低纬度地区，以温带半湿润季风气候为主，年均气温在15°左右，气候特征是夏季高温多雨，冬季寒冷干燥[2]。全县地形除北部靠近淮北市区有少量山地外，其余皆为平原地形，随着采煤的进行，也出现不少
