One of serious problems in community governance is that citizens ’ participatation is not active enough. The district of XC in Zhejiang has probed a series of ways to tackle this problem. The mea- sures include the following: to stimulate citizens ’ participatation by leading people to take part in affairs related to ’ ’ people s livelihood, to cultivate citizens participatation by setting up structurated participating platform, to safe- guard citizens ’ participatation by working out effective policies, to normalize citizens ’ participatation by making the Party, the Government and the people cooperate closely ， to strengthen citizens ’ participatation through echoing to ’ ’ ， ， people s opinions and realizing people s suggestions. And the district has answered this question namely where citizens ’ active participatation to community governance comes from.
