精品 PAGE 精品 失地农民就业问题及解决对策 ——以广西北部湾经济区为例 摘要 广西北部湾经济区是我国西部大开发地区唯一的沿海区域，处于北部湾顶端的中心位置，主要包括南宁市、北海市、钦州市、防城港市所辖区域范围，同时，覆盖玉林市、崇左市的交通和物流。2006年广西北部湾经济区规划建设管理委员会在广西正式挂牌运作，党中央高度重视广西北部湾经济区的发展，基于当前广西北部湾经济建设的大背景出发，随着经济区快速发展，工业化、城市化进程的推进，需要大量征用农民的土地用于工业、商业、房地产开发和城市公共事业发展。随着广西北部湾经济区城市化进程的加快，城市规模不断扩大，将有更多土地被征用，越来越多的农村将走向城市化的道路，农民将失去原先赖以生存的土地，农民就业逐渐向非农方向转变。但是，北部湾经济区目前大多数失地农民都是属于文化和技能低、资金少的弱势群体，往往被排挤在现代工业大门之外，失地农民就业难、增收难的问题己成为影响社会稳定和城市化进程的障碍性因素。 21世纪中国的问题是农民问题，农民的问题是就业问题。在农民就业问题中，由于失地农民为北部湾经济区城市化进程做出了相当大的牺牲，他们未来的生活出路应当成为城市化进程所必须解决的首要问题。本文在介绍北部湾经济区失地农民就业现状的基础上，分析造成就如何解决失地农民的就业难问题的原因，并提出了一些对策与措施：完善法律和政策；实行就业安置模式的多样化；加强就业培训。 关键词：失地农民；就业；对策；北部湾经济区 Farmers Employment Problems and Solutions ????????????????????? ?- Economic Zone of Guangxi Beibu Gulf Abstract Economic Zone of Guangxi Beibu Gulf is the only western development of Chinas coastal regions, in the top center of the Beibu Gulf , including Nanning, Beihai, Qingzhou City, Fangchenggang City under the jurisdiction of a regional context, at the same time, coverage of Yulin City, Chong left the city transportation and logistics. 2006 Gulf Economic Area Planning Commission was inaugurated in Guangxi, Guangxi CPC Central Committee attaches great importance to the development of the northern Economic Zone of Guangxi Beibu Gulf, Guangxi Beibu Gulf based on the current background of economic development starting with the rapid development of economic zones, industrial, promote the urbanization process, farmers need a lot of land acquisition for industrial, commercial, real estate development and urban public utilities.
