莆田市农业保险现状与对策研究 　　摘要 对农业保险在莆田市的开展情况加以分析，采取定量研究和定性研究相结合的方法，通过收集各项有关数据进行对比分析并提出相关对策。总体而言，莆田市整体农业保险发展趋势较好，但险种单一、保险公司赔付率高、农民投保意识薄弱、有效需求度不高等问题仍是阻碍农业保险健康发展的重要因素。除此之外，根据农业风险的种类对需要投保的项目进行归类，并根据因地制宜的原则提出了应增加险种，扩大农业保险的覆盖面等建议。 　　关键词 农业保险；现状；问题；对策；福建莆田 　　中图分类号 F840.66 文献标识码 A 文章编号 1007-5739（2016）20-0302-03 　　Research on Present Situations and Countermeasures of Agricultural Insurance in Putian City 　　XIE Chen-xin 　　（School of Economics，Guizhou University，Guiyang Guizhou 550025） 　　Abstract This article analyzes the development of agricultural insurance in Putian City by the combination of quantitative and qualitative methods.The research collects and analyzes related data and puts forward relevant measures.Overall，the agricultural insurance development in Putian City is quite good，but there are still some important factors that hinder the healthy development of agricultural insurance.Among these include the singularity of insurance type，the high insurance company pay rate，weak awareness of insurance among farmers，low effective demand.In addition，according to the type of agricultural risks，the articles categorizes the insurance items and advances some advices such as increasing insurance types and expanding the targets of agricultural insurances according to the principle of local conditions. 　　Key words agricultural insurance；situations；problems；countermeasures；Putian Fujian 　　农业是福建经济发展的支柱产业之一，但福建地处东部沿海地区，是受台风、霜冻等自然灾害影响的主要省份之一，自然灾害对农业经济的发展具有重大影响。以福建省莆田市城厢区林桥村为例，部分年份因霜冻而导致的农业收入损失可高达90%，可以说农业保险的有效开展对于分散农业风险、促进农业经济的发展起到重要影响。近年来，福建省政府从省情出发，积极创新农业保险业务，开展了农房保险、渔船保险等试点，取得了较好的效果。福建农房保险、水稻保险、森林综合保险、渔工责任险、渔船保险等政策性农险累计赔款支出2.8亿元，有效服务和支持了“三农”发展。然而农业保险的覆盖面不广，农业保险实施情况在福建省各地区差距大等问题仍然存在，如何进一步推动农业保险的健康发展仍是重要课题。 　　福建省作为农业保险试点的重要省份，理应起到推动农业保险发展的作用。然而通过发放问卷和现场访问农民，了解到福建省莆田市城厢区林桥村的基本农户情况及农业保险在该地区的开展情况发现，该村农业保险种类单一，对于村民受灾情况严重的枇杷等种植业不提供保险。且即使就整个城厢区而言也仅实行了能繁母猪险和水稻保险，这与福建省已开展16个基本险种的情况不统一。且调查发现，部分农民对于农业保险的实施情况并不了解，政府推广力度不够。因此，本次研究将致力于发现制约农业保险的发展因素，并结合当地农业损失的主要影响因素提出对策，以便为福建省更加均衡地在各地区开展农业保险提供
