农村医疗保障融资机制选择的经济学分析 摘 要 在我国进行社会主义新农村的建设过程中，农村的医疗保障问题已经成为制约 农村经济和社会发展，制约农民脱贫致富的一个重要因素。 建立农村的医疗保障制度首先要面临资金的筹集问题。随着农村集体经济的解 体和组织形式变化，集体经济对农户的医疗投入减少，农户成为合作医疗最主要的 资金来源。而此种机制在农民收入较为低下且增长缓慢，同时，医疗费用水平上涨 迅速的情况下，越来越显得难以适应。因此，科学合理地设定农村医疗保障的融资 机制成为解决当下农村医疗问题的当务之急。 如何解决我国农村医疗保障的融资机制选择问题？本文在回顾历史，总结经验 教训，并借鉴别国经验的基础上，立足现实情况，通过定性分析与定量分析相结合， 对我国农村医疗保障融资机制进行了深入分析，并提出相应对策。 以此为线索，本文的结构安排如下： 导言部分简要介绍了本选题的背景、研究对象、理论基础以及创新与不足之处。 第二章，对我国农村医疗保障融资机制的历史变迁分四个阶段分别加以研究， 从中详细阐述了融资机制变化的过程和原因。进而分析了现阶段我国农村医疗保障 融资机制的现状，得出了我国现阶段农村医疗保障融资机制所存在的问题。 第三章，从农村医疗总费用的角度对我国的农村医疗保障需求进行了详细研究， 通过对需求弹性的计量分析，对农村医疗融资的几种模式进行了比较，进而得出费 用共担的机制可以比较适应当前我国的现实国情。 第四章，通过借鉴国外若干典型国家的农村医疗保障制度及其融资机制的经验， 为我国下一步农村医疗保障融资机制的建设提供了启示。 第五章，根据以上的分析结果，提出了一些解决我国当前医疗保障及其融资机 制问题的政策建议。 关键词：医疗保障；农村合作医疗；融资选择 1 农村医疗保障融资机制选择的经济学分析 Abstract In the process of constructing new socialism rural China, medical security is becoming a prominent problem which restricts the economic and social development and prevents the improvement of life level for rural people.
