北京市海淀区社会公众档案利用意识抽样调查及其分析.pdf

摘 要 本文是以北京市海淀区社会公众档案利用意识的抽样调查为切入点，分析 得出：社会公众的档案利用意识是区别于档案馆档案的利用意识的；公众对档 案概念的认识要高于档案利用的认识；公众的社会实践对档案利用意识的影响 很明显；公众档案利用意识的具有不平衡性。 结合相关理论，笔者透过调查分析了社会公众档案意识的影响因素。首先， 从社会发展程度分析了根本因素，即政治体制改革保障社会公众档案利用权利 的享有、信息经济时代对社会公众档案利用意识的深刻影响、文化事业的繁荣 发展对社会公众档案利用意识的影响。其次，从档案馆的角度分析了直接因素， 即档案利用政策制度的影响、档案馆基础建设的发展、档案工作人员观念的转 变。最后，从社会公众自身条件角度分析了具体因素，即受教育程度和职业类 型影响公民对信息的需求、档案利用行为对档案利用意识的影响。 根据影响因素的分析，笔者以学生为重点人群开展档案利用意识教育、以 家庭和社区为重点对象加强档案利用宣传和以建立档案馆用户培育机制为重点 手段等方面给出了增强社会公众档案利用意识的建议。 关键词：社会公众；档案利用意识；调查分析 1 Abstract This paper is a sample survey of the public awareness of archives using in Beijings haidian district . Analysing the social public awareness of utilization of archives ,the author finds the difference between the consciousness of the use of the archive in the archives, The publics consciousness to the concept of archive higher than that of archive utilization, The public social practice to archive consciousness influence obviously, the public files having unbalanced consciousness. Combined with the related theory, the author analyzed the social public through investigation of the factors affecting the consciousness of archives. First, from basic factor of the social development , the reform of political system safeguard public rights of archive using , the profound influence of information economy, the development of cultural career.
