摘 要
伴随着市场经济全球化进程的不断推进,企业正面临着日益激烈市场竞争。企业的核心竞争力最终是来源于企业中的人力资源,凭借于企业员工所掌握的能力素质,它除了表现为员工所具备的知识和技能外,还包括他们潜在的、可以通过不同方式表现出来的内驱力与个性特征等要素。因此,越来越多的企业开始在员工培训中尝试采用一种新的人力资源管理工具——能力素质模型。本文在研究既有的能力素质理论的基础上,分析论述了能力素质模型对解决目前企业培训问题,提高培训效益的重要意义,进一步对构建基于能力素质模型企业员工培训体系进行了分析论证,最后对构建中的注意事项及不足提出了建议和展望。

ABSTRACT
Along with the development of the market economy globalization, the enterprises face more fierce competition. In order to obtain more competitive advantages, enterprise begin to pay attention to employee training, and they take staff training management as the important part of enterprise management. Although traditional training form is rich and colorful, but the implementation is not satisfactory, which often costs the enterprise a lot of money, and the employees are also spent a lot of time and energy, making the enterprise training work into confusion stage. Many enterprises have lost confidence to the traditional employee training methods, in order to gain competitive advantage on the training of staff, more and more companies are now tried to adopt a new kind of human resources management tools—Competency Model. Firstly, it gives a brief introduction on the papers background and purpose, and points out the significance of the competency model on staff training, and discusses the research and application situation of competency model in the domestic and international. Then related theories of the competency model and employee training were reviewed. Later, it systematically analyzes the competency model construction processes and methods.
