PAGE PAGE \* MERGEFORMAT III 本科毕业论文(设计) 题目: 公务员培训制度创新 姓 名: 准考证号: 院 (系) 远程与继教学院 专 业: 行政管理 指导老师: 职 称: 评 阅 人: 职 称: 2010 年 5 月 摘 要 随着经济和科技的迅猛发展,新学科、新产业、新技术已渗透到政府部门,政府发挥着越来越重要的作用。行政管理日益复杂化、知识化、信息化,对政府的行政能力提出更高的要求,而公务员又是政府的主要人力资源,因此提高公务员的能力是最具行政效率的有效途径,对公务员进行培训是提高公务员实际工作能力的根本途径,也是打造政府核心竞争力的重要手段。我国公务员培训是在总结我国干部培训工作经验、借鉴世界各国公务员培训的普遍做法的基础上建立起来的。虽然我国公务员培训工作纳入法制化、规范化轨道,各地方也响应号召开展各种规模的培训活动,并取得一定的成绩,但目前我国公务员培训仍存在着一些不足之处。 本文第一章阐述了公务员培训的涵义、特点、必要性及公务员培训的理论依据。第二章介绍了我国公务员培训的发展与变迁,着重分析我国公务员培训现状,指出公务员培训中存在的问题,第三章介绍西方一般的培训模式并分析了这些模式的特点,为公务员培训模式的构建提供借鉴。第四章在前面分析综合的基础上提出公务员培训的系统化模式构建,提出一系列我国公务员培训制度的创新。 关键词:公务员培训 培训制度 培训需求 创新 ABSTRACT With the rapid development of economy and technology, new discipline, new industries, new technology has penetrated into the government department, government plays a more and more important role. Administrative complexity, better educated, and information on the governments administrative ability, put forward higher requirement and the government and civil servants major human resource, thus increasing the ability of civil servants are the most effective ways of the administrative efficiency, to the civil servants training is to improve the civil servants practical work fundamental way, but also create a government the core competitiveness of the important means. Our country civil servants training is summarizing our cadres training in working experience and reference to world public servants training on the basis of common practices built. Although our countrys civil service training work into legal system and standardized track, each place also respond to the call to carry out various sizes of training activities, and obtained a certain result, but at present our country civil servants training still exist some disadvantages.
