网络出版时间：2015-03-16 16:51 网络出版地址：/kcms/detail/61.1198.G81651.017.html 体育公共服务包容性发展理论、实践与路径选择 汪波 （皖西学院体育学院，安徽 六安 237012 ） 摘要：我国体育公共服务从发展理念、发展过程、发展主体、发展成果、发展内 容等诸多方面存在不包容的问题，影响我国体育公共服务的和谐发展。要实现我 国体育公共服务包容性发展，必须以均等化为核心，实现体育公共服务价值转型； 重构政府、市场、社会、公民之间关系，使多元主体形成合力；加快体育管理体 制改革，建立体育公共服务包容性发展的社会和公共监督机制；不断强化政府主 体作用，把统筹城乡体育公共服务包容性发展作为我国体育公共服务政策的基本 落脚点；加快财政体制改革，尽快建立财权和事权相协调的财政制度；不断完善 体育公共服务利益补偿制度，不断进行体育利益整合。 关键词：体育公共服务；包容性；路径 The Development Theory, Practice and Solution on Inclusiveness of Sports Public Service WANG Bo (College of Physical Education, West Anhui University , Liu’an237012, China) Abstract: Problems of inclusiveness of the philosophy such as process, subjects, outcomes and contents of development on sports public service in China have deviated the harmonious development of sports public services. To achieve the goal of the inclusive development of sports public service, the government should pay attention to the equalization, transformation on the values of sports public service, the concerted relationships among government, market, society and public. The inclusive development should be the basic and core principal of the policy of sports public service. To establish a high-qualified fiscal system, it is necessary to carry out the reforms of fiscal system and compensation system on the sports public service. Key words: sports public service; inclusiveness; solution 随着构建和谐社会的提出，“全面认识体育与构建和谐社会的关系，努力倡 导和发展社会主义和谐体育”成为我国体育发展的新的目标任务。
