电子科技大学中山学院基建、修缮工程立项管理办法 电子科技大学中山学院基建、修缮工程立项管理办法提要：项目造价在5万元至50万元（不含50万元）之间的工程项目，须经院长办公会决议批准通过；项目造价在50万元 电子科技大学中山学院基建、修缮工程立项管理办法 第一章 总则 第一条 为理顺工作程序，提高工作效率，加强学院各有关部门的合作，明确相关职责，特制定本办法。 第二条 本文中的部分用词释义。“职能部门”指后勤管理处基建科或维修绿化中心。“使用部门”指建筑物的使用管理部门。 第二章 工程项目立项管理程序 第三条 项目造价在5万元至50万元（不含50万元）之间的工程项目，须经院长办公会决议批准通过；项目造价在50万元（含50万元）以上的工程项目，除经学院院长办公会决议通过外，还应由经中山市发展计划局批准。 具体规定如下： 1、工程造价在3000元以下（不含3000元）的修缮项目，由维修绿化中心做施工方案和项目预算，经分管处长签字批准后实施； 2、工程造价在3000元至5万元（不含5万元）之间的修缮项目，由维修绿化中心做施工初步方案和项目预算，经分管处长审查，主管院长签字批准后实施。 3、工程造价在5万元至50万元（不含50万元）之间的基建修缮项目，由基建科或维修绿化中心做施工初步方案和工程估算，经分管处长审查，主管院长签字批准。通过项目立项后，基建科或维修绿化中心负责根据符合基建修缮项目资质要求的设计单位设计的全套施工图，制定工程招标文件和联系工程造价咨询单位编制中介预算。由学院建设工程招标小组根据《中华人民共和国招标投标法》中的有关规定，通过招标确定施工单位。 4、工程造价在50万元（含50万元）以上的基建修缮项目，由基建科或维修绿化中心做施工初步方案和工程估算，经分管处长审查，主管院长签字批准。通过项目立项后，基建科或维修绿化中心负责制定该项目的立项文件，送中山市有关部门批准。立项获批准后，基建科或维修绿化中心根据符合基建修缮项目资质要求的设计单位所设计的全套施工图，制定工程招标文件和联系工程造价咨询单位编制中介预算。由学院根据《中华人民共和国招标投标法》和中山市有关规定，按照中山市发展计划局判定的招标方式确定施工单位。 第三章 其他事项 第四条 本管理办法自颁布之日起实施。 Measures for the routine management of moral education in Middle SchoolsMethod of conventional management of moral education in middle schoolFirst, the guiding ideology:School moral education is an organic whole of the whole education work, always adhere to the school adhere to the moral education, education for this product, and actively promote the quality education, the school building efficient curriculum system of moral education, moral education, improve the sense of attraction and appeal, enhance the moral education work for through and timeliness.
