财政农业支出结构与农业经济增长关系研究.pdf

摘 要 农业是经济发展、社会安定、国家自立的基础，随着工业化进程的推进， 农业这一有着很强公益性的产业，不但关系到一个国家的基本稳定，也关系到 非农业部门的发展。因此，党和政府历来非常重视农业的发展。近几年，随着 中央一号文件的不断下发，党和政府对农业的重视力度不断加强，对农业给予 的支持也不断增强。其中，财政农业支出最为引人关注。2006年取消农业税后， 财政用于农业的支出力度有所加大。财政农业支出无疑成为农业经济增长的一 个新的带动力。随着财政农业支出规模的逐年增加，财政农业支出与农业经济 增长之间的关系成为更多学者关注的话题。尤其财政农业支出结构与农业经济 增长之间的关系更是引起了学者们的广泛争论。 本文从基本概念、理论出发，以对财政农业支出结构的分析为基础，通过 财政农业支出结构的定量分析和财政农业支出结构的实证分析，得出财政农业 支出不同结构项目与农业经济增长之间的关系，进而明确了财政农业支出结构 存在的问题，针对问题给出了具体的对策建议。 首先，本文系统总结并梳理了财政农业支出结构与农业经济增长之间的关 系理论，从财政支农和财政支农结构概念入手，总结了财政农业支出结构与农 业经济增长的一般理论，并就本文研究方法作了阐述，为后文的分析作了准备。 其次，本文重点分析了财政农业支出结构与农业经济增长之间的关系。首 先，本文分析了改革开放前两者之间的关系，通过分析，得出二者在改革开放 前不同时期之间的关系。其次，本文重点分析了改革开放后财政农业支出结构 与农业经济增长之间的关系。在初始部分，文章阐述了改革开放后财政农业支 出结构与农业经济增长的变动情况，之后，通过定性及实证分析方法，得出了 改革开放后财政农业支出结构与农业经济增长之间的关系。 最后，根据财政农业支出结构与农业经济增长之间的关系结论，明确了财 政农业支出结构中存在的问题，并就问题给出了具体的对策建议。 关键词：财政农业支出结构，农业经济增长，财政农业支出结构模型 ABSTRACT Agriculture is the basis of economic development, social stability and national self-reliance. With the advance of industrialization, agriculture industry, having a strong public interest, is not only related to the countrys basic stability, but also related to the non-agricultural sector. Therefore, the Party and government have always attached great importance to the development of agriculture. In recent years, as No. 1 Article of the Party Central Committee have been issued, the Party and government pay more attention to the agriculture. They also strengthen their support to the agriculture. Among those policies, the financial expenditure to the agriculture is the most noticeable. After the abolition of agricultural taxes in 2006, the financial expenditure to agriculture has intensified efforts. Financial agricultural expenditure will undoubtedly become a new driving force to the gr
